Current situation:
When opening the Army Camp using any of the three military buildings, barracks troops now appear at the bottom, Merc Camp in the middle and Training Grounds on the top

Expected situation:
Barracks on the top, training grounds in the middle, merc camp at the bottom

Reproduction Steps
1. Open barracks or training grounds or merc camp
2. Click army camp tab
3. Observe
4. Reload game and repeat

This is confirmed for the flash client. The HTML5 client is working as expected.
