Fixed [34593] Diamond tooltip is missing in some circumstances

Current situation:
Depending on how you move mouse cursor diamond tooltip either shows or doesnt
for example in chapter 17 - red pearl buidling, if you move mouse cursor following green path, buttons will give you tooltip about how many diamonds you have, if you move mouse cursor following red path, buttons will not give you any tooltips

Expected:
Tooltips should be present at any time at any circumstances

Reproduction steps:
1. have zero Elvenarin Zero
2. open Red Pearl building
3. move mouse cursor following green path
4. observe that there are tooltips over buttons
5. move mouse cursor following red path
6. observe that there are no tooltips over buttons

Comfirmed but only for flash version. For HTML5 the tool tip appears as expected.
