Won't fix [30695] Negotiation in tournament is significantly slower then before

Reproducibility: 5/5 (1/5 = happened once; 2/5 = happens randomly; 3/5 = happens sometimes; 4/5 = happens often, but not always; 5/5 = happens always)

Current situation:

Negotiation in tournament on live servers works as follow:
you click on any encounter or use shortcut 1-4 to open a new window, then you press negotiate, then whole screen fade out for a moment, then screen fade in again with blimps of used resources. And you repeat that.
On beta right now:
you click on any encounter or use shortcut 1-4 to open a new window, then you press negotiate, then whole screen fade out for a BIG moment, you see resources are taken in blimps, while screen is fade out, now you can use shortcut 1-4 for next encounter while screen is fade out, new window for negotiation pop up while screen is still fade out, and after that screen comes back to normal.

Expected:
Fade out screen should be as fast as before and should not take so long, while everything behind works as intended

Reproduction steps:
1. In tournament province click on any encounter or use shortcut 1-4 to open a new window
2. Press negotiate
3. observe that screen fade out
4. observe that resources taken in blimps while screen is fade out
5. use shortcut 1-4 for next encounter while screen is fade out
6. observe that new encounter screen pop up while screen is still fade out

Isn't it just a memory issue? when i do tournament i refresh the game quite often, just to free up the memory again and so it responds faster again.
