Current situation:
While doing NH in other city, every time a city is eligible to spawn a chest it is spawned in current city, resulting in many chests in 1 city
Expected:
Only 1 chest spawn in a city while doing NH, also i am not sure if chest should spawn in current city if i am giving NH to different city
Reproduction steps:
1. enter any city
2. open notification window
3. do some NHs with new feature
4. after you do all helps, close notification window
5. observe many chests around the city, after collecting 3 will yield resources, and other will be empty
