Fixed [29699] City name issues

Current situation:
There are 3 issues with City name assets but i guess its the same source
1. it is no longer possible to double click on city name to change city name
2. upper half of KP bar below city name has no tooltip, only bottom half of KP bar
3. upper half of green + button doesnt work when clicking on it, only bottom half of green button works
looks like something is blocking that area around city name

Reproduction steps:
1. Enter the city
2. try changing city name by double clicking on city name
3. observe it is not working anymore
4. try clicking on upper half of green + button to buy KPs
5. observe that button is not highlighted and doesnt work when clicking on it
6. mouse over upper half of KP bar
7. observe there is no tooltip about knowledge points in upper half, only in bottom half

Confirmed using Chrome+HTML5 and Firefox+FlashPlayer. Steps are as posted.

The city name must now be changed by clicking on the profile avatar. One is given the opportunity there to change the city name.

On the kp bar, without the meditation spell active:
1) The tooltip will not function when pointing to the top part of the bar.
2) The + button for buying kps does not work when clicking on the top half of the button.

On the kp bar, with a meditation spell active:
1) The kp button works correctly, on both top and bottom.
2) The tooltip works when pointing the mouse to any section of the kp bar except the top half of the top 10 kp squares.

You are correct for the non-boosted kp bar. I was looking at the bar boosted by a meditation spell. I have changed my statement.
