Current situation:
Some diamond buttons missing tooltips in some circumstances

Expected:
There should be tooltips all the time

Repro steps:
1. open research tree
2. have enough resources for particular tech research, make sure you miss only KPs
3. mouse over diamond button
4. observe empty tooltip shows

Thanks Dony, confirmed.
If any resource is lacking, there is a tooltip about buying missing goods. But if only KP is needed, there isn't any tooltip.
