confirmed, only starts working with a workshop level 11 while a lvl 9 one should be enough

looks like they took human value of workshops which is 11, if thats the case can mods check scenario if you are in chapter 5, then ws need to be 5 or 7? if its same bug

Not sure if it should be a separate bug report, but newly added tooltips for workshop quests show elves level requirements both for elves and humans.

So since the solution is that we use the lowest level for both races then this use case is fixed fine, but there are other issues with level requirements.
