Quest title: summer mermaids

Current situation:
With HUD being on top all the time, area for clicking on X is too small for summer mermaids window on small monitors

Expected situation:
Proper area for clicking on X

Reproduction steps:
1. open summer mermaids window
2. observe area for clicking on X

Confirmed. I might have to keep that screen size. I can actually read it.

1. Change screen resolution to 1366 x 768.
2. Open Firefox.
3. Open your city using either Flash Player or HTML5.
4. Open the Mermaid prize window.
5. Notice you cannot read the top part of the prize pop-up window.

This turned out not to be a bug. For this kind of overlap to happen, the in-game height needs to be roughly 620px, which is far below our minimum resolution requirement of 1024x768 pixels.
