Current situation:
When i mouse over portal profit 5% in Fire phoenix building it shows 0 available even tho i have 57, looks like it compare to different PP or something

Expected situation:
Proper amount of available PP in my inventory

Reproduction steps:
1. have fire phoenix on later stages
2. open building
3. mouse over portal profit to check tooltip
4. observe 0 available
5. open inventory
6. observe amount of portal profit 5%

Confirmed; tooltip shows 0 PP instant even thought they're in inventory

Tooltip was changed, its no longer showing how many you have available but what the PP instant would actually give you.
So fixed
