Fixed [26406] Provinces are shown as locked on the map while they are not

Current situation:
Provinces are shown as locked on the map while they are not

Expected situation:
Unlocked provinces should be shown as unlocked and be available for scouting

Reproduction Steps:
1. open map
2. find unlocked province
3. mouse over it to see that it's locked
4. click on it trying to scout - see error


Add more steps if needed. Include only ONE action for each step!
