Golden hands are still golden after NH is given

Reproduction steps:
1. give NH to some people from fs screen
2. observe that it doesnt change icon in FS screen

I'd like to add to this:

1. From the FS shield icon - when you give NH to NON-Golden hands, they turn golden and won't go away.
2. Not affecting the Notifications though - both golden and non-golden go away after giving help.
3. Seems to only be on the FS shield for me.
4. Also they do change to what they should be once you refresh.

I was able to reproduce this problem.

After the visit, the hands all turn golden but the check make does not appear to show that it is completed. The only way to tell if it has been done is to go back into the "town" and check the hands at the bottom of the screen to see if they have been grayed out.
