General Description (Overview):
This happens anytime you change the city view by zooming in/out or by resizing the browser window in any way.
Expected:
The view is centered on the Town Hall, as it is when the city view is opened first (on login) or stays at the point it was (like coming back from world map, etc).
What actually happened:
The view is focused on the center of the big square area.
How often has this happened:
Always.

Reproduction Steps:
1. Go to city view.
2. Zoom in OR zoom out OR resize your browser window.
3. Witness how the view is focused on the center of the big square area instead of Town Hall or simply the point it was before.
