Fixed [21896] Upgrade to level 2 counts toward "Improved Production"quest

I'm upgrading a level 1 Planks Manufactory to level 2

After upgrade is completed the quest is mark as completed as well even when it requires a level 11 instead of a level 2:

Level 2 to 3 & level 3 to 4 also counts towards fulfilling this quest.

Tested it with planks and marble boosted manufactories, both works. Can't test with steel, don't have any account with steel as boosted good.

This only works with a boosted manufactory and this quest, other level 11 quests and/or non-boosted manufactories don't count.

I'm still testing if this also works with T2 & T3 boosted manufacturies... > Yes, also works for T2 & T3 boosted manufactory.

Looks like any upgrade for a boosted manufactory works for this quest. Of course this could be a text error and it should read "level 2 or higher".

Thanks Jasper. I can confirm that this is happening. It appears that any boosted manufactory upgrade triggers completion, regardless of the level of the upgrade.
