Fixed [21863] Whispering and other chat commands don't work

Curent situation:
Command /w PlayerName doesn't work. Text is visible in normal chat

Expected situation:

/w PlayerName should be hidden for the others and not visible in general chat

Repro steps:
1. Login elvenar
2. Open chat window
3. Try to use command /w PlayerName
4. Notice that text is visible in general chat

We've done some test: looks like whispers work only message appear in same colour as normal chat. Whisper message does disappear after a reload of the game (I believe that is normal).

The whisper test we tried was visible to all members in normal text and color. So it works as a normal chat message, but fails as a whisper since everyone can read it. And our test whisper did not disappear after a reload.

It was working this morning but I think Inno did another update to the new chat server and now whisper simple ain't supported (=not working) anymore.
