Fixed [19554] Province expansion always "placeable"

Current situation:
After hovering the province expansion it gets highlighted, even though there's not enough provinces for another one and the "place" button is grey as it should be. When clicked, available expansion squares can be seen, and choosing one causes an error which requires reloading the page. After reloading the expansion isn't applied.

Expected situation:
It shouldn't be possible to click to place a province expansion when none is available.

Reproduction Steps:
1. Open building expansions window.
2. Have no province expansion available.
3. Try to place a province expansion.

maybe is associated with this, but once you click on "place/image above" button, then click on done, then repeat this step one more time, that image becomes permanently highlighted as if you were hovering above it and you cant click on it anymore.
