Current situation:
I "can" place a manufactory even with insufficient amount of population, especially after building something else that takes pop.

Expected situation:
The place button should be greyed out.

Reproduction Steps:
1. Build something that takes population. (optional)
2. Have insufficient population to build a manufactory.
3. Open building -> goods.
4. Try to place a manufactory.

Thank you for this report. I am able to reproduce this problem every time. I have tried it both with insufficient population and with negative population. In both cases it allows me to place a manufactory and then shows an internal error message. After it restarts, the building is not longer displayed and the population remains as it was.
