I first noticed this on the EN server, but it is happening here on Beta, too.
My "City graphic quality" is set to High (and has always been set to High), yet there are no people walking on the streets. I tried setting the graphic quality to Medium and then back to High, but there was no change. There are simply no people walking on the streets.
