Fixed [18845] Arrow keys move world map when in tournament province overview

When you are on the world map you can move the map with the arrow keys (left/right/up/down), so far so good.

When you then open the tournament province overview by clicking on the tent icon and have done more then 8 provinces you can scroll through that overview with the left/right arrow keys. However the world map in the background is also moved left/right when you are in the tournament overview and I don't think that should happen.

Not with me, I can't move my city with arrow keys !?

im also seeing that this happens when you open the relic overview.

* open map
* use arrow keys and see that map moves
* open a popup windown on the map (relic view or tournament tent)
* user the arrow keys and see that the map keeps moving in the background

Ill have to get this checked with gamedesign, im not sure if this is intended or a bug

In the relic overview you don't have multiple pages like you can have in the tournament overview.

this is fixed now. the arrowkey now puts you on the next page(s)
