Current situation: We can turns arrow as we want (when I hold down the left mouse button on the window with "cloud and arrow") >> look at the screenshots.
Expected situation: We should not be able to move it.
Reproduction steps:
1) Log in elvenar
2) Open/ close chat (look at the arrow)
3) Open/ close chat and press left mouse button on window with "cloud and arrow", hold the button and move it to the left and right
4) Note that the arrow follows your movement, but chat is still open/ closed
5) You can change the direction of the arrow to the wrong one
