Fixed [17843] Cater window is not possible to close by clicking outside

Quest title: fellowship adventures event

Current situation:
when trying to cater new resources after clicking on green + , it is not possible to close that window by clicking outside

Expected situation:
If i click outside of that window, that window should be canceled like every other window

Reproduction Steps
1. Try to cater in fellowship adventures event
2. Try to close that window by clicking outside of that window
3. observe

Okay i think this might be intended.

think this is a result of the attempt to fix this bug:

So gonna have to ask game design
