Current situation:
Scout window is not possible to close by clicking outside of that window like every other window in the game.
(Both windows, 1 in which you can scout and 1 which inform you that you need to finish bordered province first)

Expected situation:
If i click outside of the scout window, that window should be canceled like every other window

Reproduction Steps
1. Visit world map
2. Open scout window
3. Try to close that window by clicking outside of that window

Same for the Logout screen, can only be cancelled by pressing Cancel, not clicking somewhere outside the window.
