Fixed [16208] Enemy setup in tournaments after province 22+ is same in every tournament

Current situation:
Right now the first 21 provinces in tournament has specific army setup for each tournament, but after province 22+ enemy setup is same all the time in every tournament (screenshots are in different thread on this forums)

Expected situation:
I think it should be same setup after province 22+ as first 21 provinces

Reproduction Steps
1. Play in tournament
2. Reach province nr.22
3. Check army setup, its different then first 21 provinces
4. wait 1 week
5. play next tournament
6. reach province nr.22
7. Check army setup, its different then first 21 provinces but same as week before after 22+
8. wait 1 week
9. play next tournament
10. reach province nr.22
11. Check army setup, its different then first 21 provinces but same as weeks before after 22+

Thanks Dony! It's finally confirmed that this is indeed a bug We have forwarded it now

This now seems fixed. At least for this tournament i can do 56 provinces and the enemy now has same units in his setup for all of them. So no more dyrads in the enemy setup after 21.
