Current situation:
The endless Excavation jumps from 10% at lvl 13 to 15% at lvl 14 and back to 11% at level 15

Expected situation:
from lvl 13 to 14 it should jump from 10 to 10.5%
Reproduction Steps
Build wonder to lvl 13, level it to lvl 14 and see supllies grow steeply to level it again and see it drop
