Current situation:
The Supplies reward from scouting (when having a Tome of Secrets) may cause the supplies amount to exceed the storage capacity.

Expected situation:
The amount of supplies not to be more than supplies storage capacity.

Reproduction Steps
0. First, some definitions:
x = Supplies Storage Capacity
y = "Reward per Scout" amount of Tome of Secrets
z = Your supplies amount
1. Have a Tome of Secrets Wonder.
2. Have your scout available.
3. Have at least one province scoutable.
4. Have z amount of supplies, where x > z > x - y
5. Begin a scout and gain y amount of supplies because of Tome of Secrets.
6. Observe that your new supplies amount equals to z + y, which is greater than x (= Supplies Storage Capacity)
