Fixed [13356] Settlement resource order different for Campus

Settlement Resources and Campus tooltip show this order for the resources:

While if you open the Campus those same resources are shown in a different order:

This can sometimes be very confusing.

The Main Hall order matches the Goods Overview so why not also for the Campus ?

This issue has now been fixed, so the list order is consistent in all 3 places
