Current situation:
Chapter 7 observatory adds 760 culture, chapter 8 780 looks like a typo.

Expected situation:
870 Culture

We'll ask the devs for some feeedback, the increase of 20 is low especially if it jumps with 700 in next level

After recalculation, this turned out to be the right value for the building. The values of chapter 9 and up are way higher because Mana is introduced in that chapter: Culture buildings that do not produce Mana at this point give a big amount of extra culture to make up for it. 780 for Chapter 8 is correct
