Fixed [13266] Amount of province expansions don't update right away

Current situation:
Did some Provinces on worldmap an got expansions. After placing the first, the tooltip doesn't change. Even when you place the next, nothing changes, after the 3rd (and last) expansion, the "place" button greys out, but the tooltip remains until you reload the game.

Expected situation:
See the updated amount right away

Reproduction Steps
1. finish provinces on worldmap until you have at least 2 city expansions gained
2. open build menu, go to expansions, notice right possible amount (2)
3. place first expansion
4. go back to build menu and check available expansions (still 2)
5. place the second expansion and check again (still 2)
6. repeat until no expansions left and check again (still 2, but greyed out)

It looks like the timer in expansion tooltip doesn't update immediately after gaining or placing expansion. Reloading the page fixes this problem.
