Current situation:
__ the cultural bonus window should be updated immediately, and that usually works fine. not for the EE-spell, which takes some time to show up in the status bar (reload speeds things up)

__it should be effective immediately.

Reproduction Steps
1. __ cast that spell
2. __mouse-over on the cultural bonus window (upper bar)
3. __wait some time or reload
4. __mouse-over again
5. __

This is confirmed.

And I would say that step 3. in Reproduction steps should be only "reload". Couldn't make it active only by waiting for some time.
