13 Provinces

Chapter IV to Chapter V is the only Chapter I've ever had problems with Provinces in any of my cities, Beta or Live. But this time I decided to not get the Grand Prizes until I was Chapter V. When I hit Advanced Scouts, I was 13 Provinces off. I decided to get those over the course of a couple days and not spend a single Knowledge Point. The end result is beautiful.

Now I have the Mountain Ice Troll with more Coins and Culture! :)
