Fixed [12987] Production boost blooming Trader guild to high at lvl 20

Found this bug in the game dataset, I wonder if there is even a player with a Blooming Trader at lvl 20 yet.

Just look at the numbers above and below the enlarged red number. it doesnt fit.

This comes from the current v1.23.4-(785f9e5) (2017-02-09 10:50) game.

Wow you can even make bugreports very complicated

Just say that lvl 20 BTG suddenly had a 10% production boost increase, while the levels before it, it was 1%
From 28 to 38%

And that the lvl 21 BTG will suddenly decrease that bonus again to 30%

Bugreports are for devs, not for users

there the people who make this stuff,
a small piece of code saves them searching, at least I hope they understand there own coding
