Fixed [12645] Questionmark on battle map not working

Reproducibility: 5/5 (1/5 = happened once; 2/5 = happens randomly; 3/5 = happens sometimes; 4/5 = happens often, but not always; 5/5 = happens always)

Current situation:
There is a questionmark showing on the top right corner of the battle map but if you click on it nothing happens

Expected situation:
I assume a help window should be opening up or something like that.

Reproduction Steps:
1. Go to map
2. Enter Tournament province
3. Choose province encounter
4. click on questionmark
5. nothing happens
