Fixed [11807] Lose culture on ancient wonder upgrade

Thank you for your report. Because the other thread was resolved about 15 game versions before this one, it would be best to make a new bug report for this bug. We can use this thread for that

Humans or Elves: Humans

Reproducibility: 5/5 (1/5 = happened once; 2/5 = happens randomly; 3/5 = happens sometimes; 4/5 = happens often, but not always; 5/5 = happens always)

Quest title: n/a

Current situation:
While upgrading the Sanctuary, the culture supplied by the Sanctuary is not included in my culture total.

Expected situation:
The culture supplied by the Sanctuary should always been included, even during upgrades.

Reproduction Steps
1. Start upgrade of Sanctuary from 9 to 10 (upgrade requires KP)
2. Log out and in again
3. Observe total culture for my city has dropped by the amount previously supplied by the level 9 Sanctuary
4. Start upgrade of Sanctuary from 10 to 11 (upgrade requires full set of runes)
5. Log out and in again
6. Observe total culture dropped again as above

Same issue during upgrading the ruine.
Culture drops significantly.
