Fixed [11674] Delete offer misses tooltip and could need some re-placing

Current situation:
The "Goods" icon normally has a tooltip popping up everywhere in the game, not here. Also text and icon could or should moved up one line, so they are not that close to the buttons - there is enough room under the caption.

Expected situation:
Goods icons should show a tooltip.

We can confirm that there should be a tooltip which is missing. The redesign of the window itself (moving the text position) is not a bug, but rather a change request. We will still forward that, but it will not be part of the bug fix.
