Fixed [11626] AW clickability not accurate enough

As you can see in the screenshot my mouse cursor is over my workshop but still the AW Martial Monastery (MM) is highlighted and if you click on the workshop the screen is moved to my MM.

The same is true for my other AW's and also for AW's from other players when visiting their cities when your mouse cursor is somewhere vertically below an AW but only for the last row of expansions (the one where I have all my workshops, from my main hall to BTG).

Moving this one to Fixed as the functionality to click on a background AW image has been turned off for now, as a temporary measure while a full fix is worked on. Therefore this issue will no longer occur.
