Finished the quest to research the Orc ancient wonders, got a new quest to research the advanced scouts tech. since the next chapter hasn't been released it is impossible to do this quest, and since you can't decline it, you are stuck with it

Finish the quest to research the Orc ancient wonders, start having 2 declinable quests until next chapter is released
