I think the most strange with this game, at some point (mainly the 2 last era but this happens before at sometimes only for a specific race production), upgrade factory => reduce efficiency, thus you need to keep the factory at previous level, very strange for a casino building game. Errors...

I think the main problem is that you can do errors (noone think to city in ERA XV at the beginning of the game) or Inno changes the rules, but there is no tools to change your city without massive lost (sell the AW).
