For chapter V they are 323 Population / 647 Culture and seems OK to me.

very unusual number though. The norm was to be a "round" number, like 4500 pop. instead of 4523 what I have now

In the lower chapters I always have had such strange numbers. First time i saw them I was also surprised.

I see no reason to consider this a bug. Maybe you can give this as feedback (that you find it strange) in the feedback threads?
