We replaced the needed settlement resources for the city expansion technologies in Chapter 15 with scrolls, so that player who have skipped these optional technologies can still unlock them when they are playing in later chapters.

please find a solution to the scroll issues introduced by the moonstone library set in the game, this is only a minor temporary alleviation if you could even call it that since how few players are affected by this? 0.01%?, it's not even close to a solution, the cost for the main hall upgrades in chapter 16 also have no visible effect on the game currently.

It's positive that they seem to recognise the issue, but I don't like how it's treated.

I am tempted to quit my second biggest city because the game is nearly unplayable as I can't seem to get rid of my scrolls, and I have heared from at least 2 other players that the are contemplating to quit for the same reason as well. the game just ain't as much fun if you can't play it to it's fullest when you can not get rid of your boosted goods.

This problem was frankly said very obvious and unfortunatly my prediction wasn't wrong. :(

Good that I don't have to build the entire Elvenar's settlement for researching the forgotten expansion (although it will take some time to accumulate enough of goods, my current priority is the Embassies' research).
