Fixed [18564] Releasing pressed mouse button over chat opens chat window

Current situation:
I accidently open the chat from time to time. Now I found out, that this is occuring, when I move the city map around and stop the movement (aka release the mouse button) directly over the chat bubble icon.

Expected situation:
Releasing the mouse button should not trigger any action, so not open the chat window.

I can confirm this for FF and Chrome, it's quite annoying when you hoover around serveral times a days looking for nuts
I think the behavior started with version 1.39

reproduction steps:
1 use drag left mouse button to look around in your city
2 release the mouse button when you are above the chat icon (open or closed)
3 observe the chat window now opens or closes
