Current situation:
There is a very strong pattern whereby the Negotiation Goods for a given sector are all from the same position in the Tier Triple.

One of the encounters in a Steel Sector violates this pattern, by asking for Elixir rather than Magic Dust

Expected situation:
Negotiation Goods should be consistent.

The most logical assumption is that somebody forgot to convert this encounter to Goods of the proper type and number.

1.
Find a Ring 8 Steel Province
2. Find an Encounter with 8 Squads
3. As illustrated in the following snapshots, watch for violations of the Steel/Scrolls/Magic Dust pattern

Based on my observations of hundreds of provinces across 4 servers, out to rings 10/11, there is no strict rule that the negotiation goods have to match the type of province. Some encounters have randomly different goods required for negotiation ...
