chapter 13 is the Amuni chapter, which has been released a few days ago .... Were you maybe talking about chapter 12?
However i can indeed see the unscouted human amuni city looks the same as the unscouted elf amuni city. While the scouted versions differ.

Nope, chapter 13 = Amuni. The image was wrong ever since it appeared in the game files many weeks ago and now it has hit Beta ...
This issue is now fixed
